Previously, Celine held senior roles at AXA Singapore as Chief Data and Innovation Officer, and at PSA Peugeot Citroën in Shanghai, where she spearheaded connected services and mobility initiatives across Asia. Ms Tan first joined NUS IT as Director (Applications) in 2016 and oversaw the creation, delivery, and support of applications from all business domains, including Education, Research and Administration. As CITO, she plays a vital role in strategic planning, guiding daily operations and implementing campus-wide IT policies. She has transformed the IT team to adopt Agile methodology, strengthened the enterprise architecture and developed a next-gen infrastructure to achieve evolutionary development and dexterity. Ms Tan believes in and has been instrumental in the innovative deployment of cutting-edge technology to enable the business and advance NUS’ foray into the digital future.
Too Ping Tan · Chief : Information Security Officer, Changi Airport Group Tan Too Ping is Chief Information Security Officer at Changi Airport Group, leading cybersecurity, digital governance, and AI governance to safeguard CAG’s digital systems and services. He was recognised as “Future Ready CISO of the Year” (Asia Digital Leaders Award 2025) and a “CISO to Watch in Singapore” (CISO Whisperer, 2025). He previously led CAG’s data stewardship and served as a SAF Colonel in operations research and analytics. He holds First Class Honours in Mathematics (NUS) and an MSc in Operations Research (MIT).

Currently serving as Executive Vice President of IT, OT & Cyber at Seatrium, Shih Hsien oversees the integration and governance of complex information and operational technology systems, ensuring cyber resilience in one of Asia’s leading integrated engineering groups. His career spans strategic planning, board-level engagement, and end-to-end program and operations management across a diverse range of sectors including government, aviation, healthcare, gaming, energy utilities, and integrated security services. Known for his ability to drive cross-sectoral transformation with clarity and purpose, Shih Hsien is a trusted voice in the region’s evolving cybersecurity and technology landscape.
David Tay · Chief : Information Officer, Asia, Lendlease David Tay is responsible for Business-Technology partnership to enable digitization and automation for Lendlease integrated business model, consisting of Investment, Development and Construction. He leads teams across Singapore, Malaysia, China and Japan as Technology-partner for the business and operations, based on globalized and standardized platforms and solutions. Prior to this appointment, David was CIO for Beyonics, responsible for the integration of multiple M&A business entities into a single ERP system and to consolidate 4 production facilities into a single 203,000 sq.ft. mega-campus. He is also responsible for the subsequent migration of this on-premise 7-modules ERP to a cloud-based 22-modules ERP that supports the company’s business growth and establish a data platform for Industry 4.0 adoption. David worked for 15 years as Vice President for Software BU and Regional Director for Managed Services/CIO in Diebold Nixdorf. David played a VP – Infrastructure role in setting up a Data Centre that provided IDC, Business Continuity and Disaster Recovery services. He also works at IBM Singapore for 15 years in various technology services groups. David holds a B.Sc (Hons) from the University of Bradford. He is also a Disaster Recovery Certified Expert.

As CTO, David leads the region’s efforts in advocating and evangelizing the future of artificial intelligence (AI) in business with intelligent integration and automation. Under his leadership, his team helps customers transform their business by solving integration and data management challenges. David is an IT veteran with over 20 years of experience in the enterprise integration and embedded computing markets. David joined Boomi in June 2015 as the first Solutions Consultant in APJ. Prior to Boomi, David worked for MuleSoft, where he led the APJ Solutions Consulting team. David is a graduate of New Zealand’s Massey University, majoring in Information Engineering.
